Fed Lowers Borrowing Costs for Second Time This Calendar Year During Financial Instability

The US monetary authority lowered borrowing costs on Wednesday, marking the second reduction in the current year amid financial volatility stemming from the government closure and trade duties.

Decision Arrives at Unprecedented Moment for Central Bank

The move to reduce the key rate by a 0.25% to a span of 3.75% to 4% comes at an extraordinary juncture for the Fed. The authority has been under immense pressure to cut rates even with ongoing price increases.

Fed Statement Notes Labor Market Changes

In a statement, the Fed stated that the unemployment rate had gone up but remains low. “Job gains have decelerated,” the statement reads. “Price increases has risen and stays moderately high.”

Federal Closure Complicates Fed’s Job

The continuing government stoppage, now among the lengthiest in US history, has also hindered the central bank’s task. Collection of important economic data has been suspended without a timeline as staff at the Bureau of Labor Statistics are on leave during the shutdown.

Data Gap Impacts Policy Decisions

The Federal Reserve usually studies BLS data to assess labor market conditions, such as the count of new jobs added to the market and the present unemployment rate. The last jobs report was released in the beginning of last month, before the closure, and provided a somewhat gloomy overview of the employment scene in the previous month.

The figure of positions created to the economy in the summer month was down by more than 100,000 since the earlier season, and joblessness crept up to four point three percent – the peak since three years ago.

Alternative Reports Show Ongoing Slowdown

Though BLS was set to publish last month’s employment data in early October, it suspended its publication when the shutdown started. Employment data company a leading payroll processor indicated earlier this month that the business segment cut 32,000 positions in September, a sign that the job market is continuing to slow.

“Both the supply and demand for labor has fallen quite sharply,” central bank head Jerome Powell said earlier this month, which he had earlier said comes from trade and immigration measures.

Inflation Report Shows Moderate Rise

Though the bureau’s jobs report has been suspended, the bureau still issued its price statistics for last month that showed that prices are going up, although gradually. Costs rose three percent over the last year, the peak since January. In spring, the yearly price increase was 2.3%, the minimum it has been since three years ago. The central bank’s goal inflation rate is two percent.
